Leaked memo asks city staff to not directly communicate with Santa Cruz councilmember

The memo from city manager Martin Bernal tells city staff that all staff interactions with councilmember Drew Glover shall be exclusively through the city manager, assistant city manager and department heads. Effective immediately. Glover said this is an overreaction by the city and is indicative of the lack of ability to properly resolve conflict.
