Holy Moonlight Sword on a 99 Arcane Build with Two Cold One Arcane gem set, is a good choice if you ONLY use Lightwave attack. The damage per bullet would be even higher than most if not all Hunter Tools. So why even bother using Tools?
If HMS R2 does not cost any stamina, then sure, use it will be better than Tools pretty much in every way. But that's the problem there, it eats out your stamina quickly, especially for Arcanists who has low Endurance, this leads to low damage per second. This video for example, Amygdala would have entered the third phase with quite some HP left if I only use HMS (no Tools), both the Host and me would have some bad time guessing "Who is Amygdala's goal" when it jumps, plus that fucking long reach of Arms + Arms making everything more difficult.
The other reason is the poor regular attack (like R1) damage on 99 Arcane Build. Tested on Madman at D5 L1 Loran, the damage are (all in Transformed form):
You would pretty much run out the whole stamina if you do two HMS R2 in a row, this is especially risky if you are facing multiple enemies, as the Lightwave can only hit one target. In this case, using Regular Melee weapons, Accursed Brew or Kos Parasite L2 should be much easier.
That said, it is exceptional in terms of damage per bullet, so you can give it a try!
