Could Seoul-Tokyo trade talks serve as turning point to bilateral trade dispute? 한일 수출정책대화 재개, 무역전쟁 분수령 될까?

South Korea and Japan have agreed to hold high-level trade talks, signaling progress to the bilateral trade conflict that has been prolonging for more than five months.

The South Korean government expressed its willingness to talk with Japan on the trade issues, as it announced to conditionally extend GSOMIA on November 22nd.
Following South Korea’s announcement, the two sides held working-level talks in Seoul, followed by a meeting in Vienna on December 4th. Through the talks, the two sides have agreed to have their senior trade officials meet in Tokyo on December 16th, and discuss ways to cooperate on bilateral export regulation systems and other issues moving forward.

The leaders of the two nations are expected to meet for a bilateral summit in China later this month.
It remains to be seen whether South Korea and Japan could make the most of these meetings to normalize the frayed bilateral ties.


한국과 일본 간 수출관리정책대화가 재개되어, 5개월 동안 이어져온 한일 무역분쟁의 분수령이 될 수 있을지 관심이 모아지고 있다.

지난 11월 22일 한국 정부는 기존에 종료하기로 했던 지소미아의 조건부 종료 연기를 결정하며 일본과의 대화를 재개할 것을 밝힌 바 있다.

이후 서울에서 한일 과장급 공무원들이 만나 첫 회의를 가졌으며 지난 12월 4일에는 오스트리아 빈에서 국장급 준비회의가 진행되었다. 국장급 준비회의에서 한일은 오는 12월 16일 도쿄에서 수출관리정책대화를 열 것을 확정했는데, 이번 대화를 통해 한일 대표는 양국의 수출통제 시스템과 앞으로 추진방향 등에 대한 논의를 진행할 것이라고 밝혔다.

이달 말 중국에서 열리는 한중일 정상회담 기간 내에 한일 정상회담도 예정되어 있어, 한일 간 대화를 통해 양국이 긴 갈등 끝에 협의점을 찾을 수 있을지 주목되고 있다.
