WATCH: Rep. Lofgren says Trump impeachment inquiry is different from past proceedings

Rep. Zoe Lofgren, D-Calif., argued for an amendment to the articles of impeachment against President Donald Trump, and pushed back against her Republican colleagues' argument that the current impeachment proceedings are much different than in past proceedings. Lofgren was a member of the House Judiciary committee when it voted to impeach former President Bill Clinton in 1998. Lofgren said there was no fact witness before the House Judiciary at that time. Instead they appeared before the Senate Watergate Committee. "We had a report from Mr. [Kenneth] Star. I remember it very well. We didn't have extensive fact witnesses. We had the report," she said. The House Judiciary Committee on Dec. 12 considered revisions to the articles of impeachment and voted on whether to send those articles to the full U.S. House of Representatives. Democrats on Tuesday filed two articles of impeachment against Trump -- abuse of power and obstruction of Congress.
