3. He is directly elected by people.

SEMI PRESIDENTAL SYSTEM OF EXECUTIVE
1. President is the head of state and prime minister is head of govt.
2. Prime minister and council of ministers are responsible to legislative.
3. Exp. Russia, France, and Sri Lanka.
