In an exclusive interview with Sky News host Alan Jones, Mr Tate said he avoided blowing the councils budget by finding savings in even the smallest of projects.
“We cut out a lot of middle ground management and collapsed eight departments down to five and the other thing I said to all the boys was forget about gold-plated solutions
“They wanted to build a five-metre footpath when three and a half metres would do.
“We want to deliver frontline services at a price we can afford.”
